Clôture de l’APE 3: Le Sénégal mobilise plus de 450 milliards FCFA sur le marché régional
Senegal has successfully closed its third Public Offering of Savings (APE) of 2025, raising more than 450 billion FCFA on the WAEMU regional financial market, according to a press release from the Ministry of Finance and Budget published this Sunday. Launched on September 18 with subscriptions opening on September 22, the operation, structured by Impaxis Securities (lead arranger and lead manager) and Société Générale (co-arranger), closed on October 10, exceeding the initial target of 300 billion FCFA with a coverage rate of more than 150%.
This fundraising, which is part of a strategy to diversify endogenous sources of sovereign financing, involved an exceptional mobilization, including the Senegalese diaspora established in more than 45 countries, alongside resident and sub-regional investors. "Beyond the significant mobilization of institutional investors, this third operation has a particular cachet with the involvement of the Senegalese diaspora," underlines the press release, praising its inclusive and unifying nature around the national development effort.
The resources cover the financing needs authorized by Parliament, in a context of budgetary control and transparency. "This exceptional performance illustrates, once again, the renewed confidence of investors in the country's economic prospects, as well as their desire to contribute directly to the national development effort," the ministry stated. It reflects sovereign management of financial policy, based on rigor and autonomy. The government thanks the subscribers, the diaspora, and institutional partners: "The Republic of Senegal extends its thanks to all subscribers, the Senegalese diaspora, partners, and institutional investors, who continue to believe in the promise of a Senegal standing firm and resolutely turned toward the future."
