Détournements à la chambre de commerce de Ziguinchor : "Le gouvernement confirme", Guy Marius Sagna

Member of Parliament Guy Marius Sagna reports that the Senegalese government has officially confirmed the serious financial misappropriations at the Ziguinchor Chamber of Commerce, Industry and Agriculture (CCIAZ). This acknowledgment follows a written question he submitted to the Minister of Industry and Trade on December 26, 2025.

On Tuesday, November 12, 2025, during the committee review of the budget of the Ministry of Industry and Commerce, Guy Marius Sagna again questioned the minister about the results of the inspection mission sent to the CCIAZ.

"Everything I wrote in my written question turned out to be true. Worse, the reality is even more serious," he reports.

The minister announced that measures will be taken and elections will be held in the chambers of commerce.

For Guy Marius Sagna, this scandal is a textbook case that illustrates:

1. How the code of silence is organized within the Ministry of Commerce.

2. How a ministry can make a mistake and reverse its decision.

3. How processes are deliberately slowed down.

4. How whistleblowers are targeted.

5. How the National Assembly, when it plays its role, can contribute to the Jub, Jubal, Jubbanti.

The MP pays tribute to Moussa Kane, Secretary General of the CCIAZ, praising his courage and patriotism.

"He is one of those who confirm that there are more heroes in the shadows than in the light," he says.

Embezzlement, fraud and conflicts of interest: the facts

Guy Marius Sagna details the irregularities observed:

- 88 containers missing, representing a loss of 4 million FCFA.

- Fraudulent invoicing at the port of Ziguinchor using parallel ledgers.

- Statistics manipulated to conceal wrongdoing.

- Blatant conflict of interest: more than 150 million FCFA paid to the Kadiandoumagne hotel, managed by the president of the CCIAZ.

- Staff precariousness: more than half of the staff without stable status, and 30 million FCFA in unpaid social security contributions.

He warns that the CCIAZ will sink the port of Ziguinchor if nothing is done.
