TER : pourquoi la phase 2 a coûté plus cher que prévu
The budget for phase 2 of the TER (Regional Express Train), Dakar-Diamniadio-AIBD, has increased from approximately 208 billion to 276 billion CFA francs. "This increase is not solely due to unforeseen circumstances during construction; it primarily reflects strategic choices made by the government to enhance the project's value, notably with the renovation of the AIBD station, the construction of the Sébikotane station, and the development of several related infrastructures not initially planned," explained Bakary Séga Bathily, Director General of the Agency for the Promotion of Investments and Major Projects (APIX), in an interview published this Thursday in Le Soleil. "These additional investments," he added, "will sustainably strengthen the economic and social benefits of the TER."
Originally scheduled for August 2025, the commercial launch of the TER (Regional Express Train), for phase 2, is now planned for next September. This delay is due to "cash flow difficulties that led to the temporary suspension of certain disbursements and the slowdown of several contracts," explains Bakary Séga Bathily. He is quick to add: "Despite this situation, APIX (the Agency for the Promotion of Investment and Major Projects), the companies involved, and all partners have remained fully committed to preserving the quality of the infrastructure and preparing for operation under the best possible conditions."
