Conférence : Faire des parlements africains le moteur d’une intégration durable
In Johannesburg, at the Conference of Speakers of African Parliaments, the Speaker of the National Assembly of Senegal stressed the need to transform parliaments into true drivers of African integration. El Malick Ndiaye emphasized the importance of not limiting ourselves to the ratification of treaties but also ensuring their transposition into national laws, their effective implementation, and their regular monitoring.
He called for legislative harmonization between states to facilitate the implementation of structuring projects such as the AfCFTA and for the establishment of a culture of parliamentary oversight capable of restoring citizens' trust. This approach positions parliaments as central actors in regional governance, beyond their traditional role of simple ratification.
For El Malick Ndiaye, parliaments are the bridge between popular aspirations and state commitments. They must embody the political will of a united Africa, capable of converging national legislation and strengthening the effectiveness of continental projects.
This vision highlights the importance of strengthening legislative institutions as pillars of regional cohesion and the continent's economic and social transformation. Parliaments are called upon to become active instruments of development, ensuring that the promises of integration translate into concrete results for the people.
