Projet de loi sur les lanceurs d’alerte : un expert alerte sur ses limites
Adopted by the Council of Ministers at the end of July, the bill on the status and protection of whistleblowers will be examined on August 18 in the National Assembly .
Interviewed by Le Quotidien, Jimmy Kandé, director of the Platform for the Protection of Whistleblowers in French-speaking Africa (PPLAAF), welcomed this initiative, which he described as "very good news" and "a fight that has been waged for a very long time."
However, the newspaper's interlocutor expressed several reservations about the text's limitations. According to him, the scope of the law is too narrow, as it appears to focus only on corruption and economic crimes. The expert advocates for the inclusion of other areas, such as environmental, health, and human rights issues.
He also criticised the inclusion of "nominees" in the definition of whistleblowers, believing that this provision is inappropriate and does not fall within this legislative framework.
Kandé, however, welcomes the extension of protection to those involved in supporting whistleblowers—NGOs, collectives, or individuals. He believes this measure is essential because "reprisals can affect family members or close friends."
