Lancement, ce lundi, de l’Ape3 (Diaspora Bonds) : Ce que disent les arrangeurs sur l'opération
Senegal officially launched its third public offering (APE3) this Monday. Ababacar Diaw, director and CEO of Impaxis Securities, the company designated as lead arranger and leader of the operation, noted that this is the third such operation launched this year by the Senegalese government. It aims to raise 300 billion CFA francs.
Thus, three tranches are offered to subscribers: a three-year tranche remunerated at 6.40%; a five-year tranche remunerated at 6.60%; a seven-year tranche remunerated at 6.75% and a 10-year tranche remunerated at 6.95%.
“So, this operation allows investors to have this attractive yield, with a semi-annual repayment after defined deferral periods. The subscription period will run from Monday, September 22 to October 10, with the possibility of early closing as soon as the amount is reached,” Mr. Diaw specified during the launch ceremony.
This is therefore an inclusive market operation, open to national, regional and international stakeholders. However, the State wanted to give it a special touch by inviting the diaspora to participate massively.
“The diaspora could always participate in these operations, but there were no dedicated channels or, at least, specific communication that could inform them in time and facilitate their participation. And as part of this operation, the Prime Minister himself had to speak out in this regard and inform the diaspora of the operation,” says Mr. Diaw.
The arranger therefore indicates that for this diaspora, there are ways to facilitate subscription, in terms of digital pathways set up to facilitate digital subscription, to also facilitate access to information and to know the subscription method.
Alongside Impaxis, Société Générale Senegal will act as co-arranger. The bank intends to make its entire banking network in the WAEMU region available to clients so they can subscribe. “It has been reiterated: there is a very strong diaspora dimension this year, and we are very proud of it,” said Harold Coffi, CEO of Société Générale.
