Le budget 2026 du Ministère de l'Agriculture et de l'Élevage adopté
The 2026 draft budget of the Ministry of Agriculture, Food Sovereignty and Livestock (MASAE) was adopted in plenary session this Wednesday, December 3, 2025, at the National Assembly, marking a crucial step in the transformation strategy for the agricultural and livestock sector in Senegal, according to the Minister. Of the 126 members of parliament who voted (out of 65 initially registered, with 7 proxy votes), 119 voted in favor of the budget, none against, and 7 abstained, reflecting broad consensus around the strategic importance of this sector in the national transformation agenda "Senegal 2050".
The total budget of MASAE amounts to 427 billion FCFA in commitment authorizations (AE) and 247.6 billion FCFA in payment appropriations (CP), distributed among several priority programs:
The Productive Base and Agropastoral Infrastructure program amounts to 249.8 billion FCFA in commitment appropriations and 70.7 billion FCFA in payment appropriations. The majority is allocated to investments made by the State (237.4 billion FCFA) to strengthen hydro-agricultural infrastructure, rural roads, hydraulic structures, and agricultural equipment.
The Production and Valorization of Plant Products program has a budget of 142.9 billion FCFA in AE and 142.6 billion FCFA in CP, including 125.6 billion FCFA in capital transfers to support strategic sectors such as rice, maize, millet and peanuts.
The Production and valorization of animal products program amounts to 11.9 billion FCFA in AE and CP, targeting livestock farming, animal health and livestock processing.
The Financing, Research, Training and Advisory Support program has 14.9 billion FCFA to modernize the sector through research, producer training and innovation.
The Steering, Coordination and Administrative Management program has a budget of 7.5 billion FCFA, to strengthen the efficiency of the ministry's governance.
The Minister of Agriculture, Mabouba Diagne, emphasized that the success of the food sovereignty policy does not depend solely on the State. It requires the involvement of local communities, producers, the private sector, and technical and financial partners. "With this budget, we are moving from words to action. Agriculture and livestock farming must become genuine drivers of economic and social transformation, creating jobs, prosperity, and food security," he stated before the members of parliament.

J'ai écouté ce ministre parlé mais l'information que tout le monde attendait il n'a en pas parlé. A quand la date de démarrage de la campagne de collecte? Les chinois, indiens, arabes sont là et n'attendent que ces informations pour faire campagne. J'espère que l'état ne va pas taxer l'exportation après avoir fixer un prix au dessus du prix du marché mondial. S'il y'a taxe, cette campagne serait encore un échec comme l'année dernière puisqu'il y'aura mévente totale. Normalement le prix du kilo devrait être 250 le ministre l'a dit la semaine passée dans sa communication, le premier ministre aussi l'a dit durant les questions au gouvernement, personne ne comprend par quelle magie ils ont fixé ce prix trop élevé que le marché international. On dirait que ces gens ne savent pas comment se passe la campagne d'arachide. Espérons que la date de démarrage sera annoncée ce soir dans le communiqué du conseil des ministres et que les collectes vont démarrer en même temps pour tous les acteurs. Ce gouvernement est trop lent et ne mesure pas les enjeux du business international.
