Ministère de la Fonction Publique : Le budget 2026 adopté par les Députés
The 2026 budget for the Ministry of Public Service, Labor, and Public Service Reform was adopted this Tuesday in a plenary session by the members of parliament. Of the 165 registered members, 136 participated in the vote, resulting in 128 votes in favor, 3 against, and no abstentions. This draft budget had previously been examined on Saturday, November 8, 2025, by the Finance and Budget Control Committee, which was expanded to include the Committee on Laws, Decentralization, Labor, and Human Rights.
The ministry's overall budget is set at 11,958,553,296 FCFA in commitment authorizations (AE) and 11,678,893,336 FCFA in payment credits (CP).
It is structured around five major programs that reflect the department's priorities for the year 2026.
Administrative modernization is a top priority
The "Steering, Coordination and Administrative Management" program has a budget of 3,149,258,590 FCFA in commitment appropriations and 3,056,258,590 FCFA in payment appropriations. It aims to strengthen the efficiency of the public administration through better internal organization, capacity building and improved governance.
Strengthening the Civil Service
Another major focus is the "Civil Service" program, with a budget of 3,596,371,500 FCFA in commitment appropriations and 3,557,007,540 FCFA in payment appropriations. This component centers on the management of state human resources, improving the working conditions of public employees, modernizing administrative management, and promoting fairness in recruitment.
The renewal of the public service
The "Public Service Renewal" program receives 1,374,457,867 FCFA in commitment appropriations and 1,246,357,867 FCFA in payment appropriations. It focuses on the qualitative transformation of public services, their accessibility, their proximity to citizens, and their adaptation to the requirements of dematerialization and digitalization.
Better governance of the labor market
The Labour Market Governance program has a budget of 3,226,560,515 FCFA in appropriations and payment credits. This program targets the monitoring, guidance and regulation of the labour market, with a particular focus on protecting workers' rights, combating precarious work and improving social dialogue.
Social protection for workers
Finally, the "Social Protection of Workers", with 611,904,824 FCFA in AE and 591,904,824 FCFA in CP, aims to strengthen social security systems, extend coverage to vulnerable workers and improve protection mechanisms in the formal and informal sectors.
