Port Autonome de Dakar : l'Arcop annule l'attribution d'un marché de plus de 520 millions F CFA
In its edition of Tuesday, December 2, Les Échos reports that the Dispute Settlement Committee (CRD) of the Public Procurement Regulatory Authority (ARCOP) ruled in favor of the Road and Building Construction Company (ECRB) in a dispute opposing it to the Autonomous Port of Dakar (PAD).
The contract concerned the construction of the occupational health service at the Port Authority of Dakar (PAD). ECRB, the second lowest bidder out of seven companies, contested the rejection of its offer. The contract had been provisionally awarded to LB Services SUARL for 522,411,712 CFA francs. The unsuccessful bidder denounced the elimination as "unfair," based, according to them, on a flawed technical assessment.
After review, the newspaper points out, ARCOP noted in particular that the tender dossier did not clearly specify the criteria for evaluating the methodology, thus opening the way to a subjective assessment by the procurement commission.
The Authority therefore concluded that ECRB's exclusion was unjustified. The CRD cancelled the provisional award and ordered a complete re-evaluation of the bids, the same source concluded.

L'Arcop a été mise en place depuis Wade (ARMP), Macky a renforcé ses pouvoir et est devenue ARCOP.
