Rapport 2024 : La Centif relève 928 déclarations d’opérations suspectes, 46 dossiers transmis au procureur financier
The National Financial Information Processing Unit (CENTIF) has released its 2024 activity report. A 54-page document that reviews the major advances in the national system for combating money laundering and terrorist financing (AML/CFT). The past year will be marked by Senegal's removal from the Financial Action Task Force (FATF) gray list on October 25, 2024.
The figures confirm a growing strength of the system. Centif recorded 928 suspicious transaction reports (STRs) in 2024, compared to 807 the previous year (+15%). Banks and financial institutions alone accounted for 83% of the reports.
Cash transaction declarations (DTE), mandatory for transactions exceeding 15 million FCFA, jumped by 151%, reaching 42.7 million against 17 million in 2023.
Fraud, corruption and tax offenses are at the top...
Fraud remains the most frequently detected offense (60% of cases), followed by corruption, tax offenses, and violations of foreign exchange regulations. However, cases of forgery, use of forgery, and smuggling have declined.
The report also highlights new types of money laundering, including: fraud involving public funds via shell companies and nominees, exploitation of online gaming platforms, manipulation of life insurance contracts, hidden transfers in the extractive sector, and the growing use of cryptocurrencies.
46 files transmitted to the Prosecutor of the Financial Judicial Pool
In 2024, Centif forwarded 46 cases to the Financial Judicial Pool (PJF) Prosecutor, an increase compared to 2023. The number of cases dismissed fell by 36%, reflecting "better quality of analyses," according to the report.
Senegal, which has been on the list of jurisdictions under surveillance since January 2021, had committed to implementing a plan of 49 corrective measures. "Achieving these results is the result of synergy between national stakeholders and international partners," emphasizes CENTIF President Cheikh Mouhamadou Bamba Siby in the report's foreword.
