The most frequently cited government departments are the Ministry of Finance, local authorities, the Ministry of the Interior, IPRES (the Senegalese Social Security Institute), and the Ministry of Urban Planning. This breakdown highlights the sectors where procedures, regulatory complexity, or processing times generate the most disputes. The mediation also notes several complaints deemed inadmissible or unfounded, sometimes directed against public bodies or lawyers, indicating a growing need for information on avenues of appeal and institutional responsibilities.
This sequence also highlights a broader expectation among citizens regarding accountability, transparency, and the quality of public services.
